Institutional Arrangements • The governments of Mozambique and Zambia signed and IGMoU for the construction of an interconnector as well as for the joint development of the coal generation power plant in Tete in March 2016. • At the same time, the national power utilities, i.e. EDM and ZESCO signed an IUMoU for the interconnector and the coal power plant • The IGMoU calls for the setting up of the Steering Committee at government level • The IUMoU organization structure comprises the utility PSC as well as the Project Implementation Unit (PIU) for the implementation of the project Project Preparation The two utilities have appointed their respective members for the PIU. A kick off meeting for the project preparation took place in Lusaka in July 2016. During this meeting the project roadmap was drawn up. The PIU has finalized the Concept Note for the project as well as the ToRs for the consultants planned to be engaged for the preparation of a bankable project.
